ICOE PASC Vision Statement

The ICOE Preliminary Administrator Services Credential Program strives to prepare courageous leaders to lead with purpose, inspire lasting change, serve and strengthen communities, in order to transform schools.

The ICOE PASC Program is a 10-month leadership preparation experience designed to develop effective, ethical, and equity-minded school administrators for Imperial County and beyond. Grounded in the California Administrator Performance Expectations (CAPEs) and delivered in partnership with UC San Diego, the program blends research-based coursework, authentic fieldwork, personalized coaching, and CalAPA preparation. Candidates learn to lead instructional improvement, foster positive school culture, and advance equitable outcomes for all students.

Program Features:

  • Hybrid and in-person cohort model hosted at ICOE
  • Weekly classes + embedded CalAPA support
  • Learning Walks, Professional Learning facilitation, & Principal Shadowing
  • Mentorship from site administrators and ICOE fieldwork supervisors
  • Strong emphasis on equity-driven leadership and data-informed decision-making

The ICOE PASC Program offers a uniquely personalized, community-rooted preparation experience designed for current and future leaders in Imperial County. With small cohorts, hands-on fieldwork, expert faculty partnerships with UC San Diego, and deeply embedded support from mentor principals and ICOE leadership, candidates receive the kind of coaching, collaboration, and real-world leadership experience that builds confident, equity-driven administrators. Our program’s structure, relationships, and regional focus ensure you are prepared to lead effectively on day one—right here in the communities we proudly serve.
