ICOE PASC Vision Statement
The ICOE Preliminary Administrator Services Credential Program strives to prepare courageous leaders to lead with purpose, inspire lasting change, serve and strengthen communities, in order to transform schools.
The ICOE PASC Program is a 10-month leadership preparation experience designed to develop effective, ethical, and equity-minded school administrators for Imperial County and beyond. Grounded in the California Administrator Performance Expectations (CAPEs) and delivered in partnership with UC San Diego, the program blends research-based coursework, authentic fieldwork, personalized coaching, and CalAPA preparation. Candidates learn to lead instructional improvement, foster positive school culture, and advance equitable outcomes for all students.

The ICOE PASC Program offers a uniquely personalized, community-rooted preparation experience designed for current and future leaders in Imperial County. PASC FAQs
Below are answers to frequently asked questions about the ICOE Preliminary Administrative Services Credential (PASC) Program.
- Am I eligible to enroll if I am employed at IVC or SDSU?
No. Candidates must be employed by a K–12 educational agency.
- Am I eligible to enroll if I am not currently employed but hold a credential?
No. The PASC Program requires verification of current employment.
- Am I eligible to enroll if I have a license but not a credential?
No. Candidates must hold an approved California Services Credential.
- Am I eligible if part of my five years of teaching experience was completed under an Intern Credential?
No. Candidates must have held a Preliminary and/or Clear Teaching Credential during the required five-year period.
- Is employment at a K–6 school acceptable, or must I work at a K–12 school?
Yes, K–6 employment is acceptable. Fieldwork experiences will take place in both elementary and secondary settings. Candidates may partner with a cohort colleague from a different educational setting to complete all fieldwork requirements.
- I work as an online teacher for a public charter school. Am I eligible?
Yes. Credentialed online teachers are eligible to apply. You will work with your Fieldwork Supervisor to identify appropriate fieldwork activities in an online setting. Some fieldwork may need to be completed in a physical school setting.
- I have colleagues who are interested in the program but were unable to attend the information session. Can they still apply?
Yes. Attendance at an information session is not required to apply.
- What is the deadline to apply?
The application window is September 1–22, 2026. Qualified applicants will be notified by the end of September.
- Is there a minimum number of candidates needed for the program to begin?
The ideal cohort size is between 10 and 25 participants. This number may vary depending on the number of qualified applicants.
- What time are classes scheduled?
Evening classes are currently scheduled from 6:00 p.m.–9:00 p.m. Saturday sessions are scheduled from 8:00 a.m.–3:00 p.m.
- What happens if I have to miss a class due to illness or another valid reason?
Each course professor will determine whether missed class time can be made up and what requirements must be completed to receive credit.
- May I see a list of professors before enrolling?
Not at this time. Our faculty list is still being finalized. Faculty information will be available at Orientation once candidates are enrolled.
- If I serve as an administrative designee for a day, can those hours count toward my fieldwork requirements?
Please consult with your Fieldwork Supervisor regarding specific fieldwork requirements and whether the experience may qualify.
- Am I expected to use my own sick or personal days to complete fieldwork hours?
Please check with your individual school or district. Each employer has its own policies and contractual requirements regarding the use of sick days, personal days, or school business days.
- What can I submit as proof of meeting the Basic Skills Requirement?
Any approved verification of the Basic Skills Requirement may be uploaded with your application. Please refer to the CTC List of Basic Skills Requirement Options.
- Where can I obtain a copy of my CBEST results?
CBEST results may be requested through the California Educator Credentialing Assessments website.
- I have my original CBEST card from 1997. Do I need to request an updated copy?
No. You may upload a copy of your original CBEST documentation with your application.
- Will the program guide us on when to take the CalAPAs?
Yes. The program will provide recommendations and support to help candidates prepare for the CalAPAs.However, candidates are responsible for registering for and submitting their CalAPA assessments independently.
- What if my school or district wants to pay for the program?
Once a candidate has been successfully admitted, ICOE may enter into an MOU with the district for direct payment.
- Does ICOE accept VA Educational Benefits?
Not at this time. However, we are currently seeking information regarding the process of becoming anapproved provider for VA Educational Benefits.
- If I pay upfront and later need to withdraw because of a personal event or emergency, can Ireceive a refund or re-enroll the following year?
Refunds may be prorated based on the percentage of the program completed. Candidates who withdraw ingood standing may be eligible to re-enroll with the following cohort. All withdrawals, refunds, and re-enrollment requests will be reviewed on a case-by-case basis.
