Welcome to Imperial County Special Education Local Plan Area (SELPA)! The SELPA is comprised by the seventeen Local Education Agencies (LEA's) or districts to include the Imperial County Office of Education (ICOE). The local plan is approved by each LEA, the California Department of Education, Special Education Division, and the State Board of Education.

What is SELPA? ~ Our Mission Statement
In 1977, all California school district and county school offices were required to join to form geographical regions of sufficient size and scope to provide all the federal mandated special education programs and services to meet the unique needs of identified children residing within the region's developed and maintains a local plan describing how th SELPA would guarantee and provide special education programs and services.
