Assembly Bill 2141

In 1991, Assembly Bill 2141 (AB 2141)  “officially” created Councils in each of the 58 counties in California. AB 2141 authorized the Councils to determine local early care and education priorities for allocation of the federal Child Care and Development Block Grant (CCDBG) funds.
  

Assembly Bill 1542

With the advent of federal and state welfare reform came the “passing down”  to the county level the responsibility of creating and administering local welfare programs. This “passing down” of welfare responsibilities has greatly impacted the role of Councils.  The welfare program legislated through Assembly Bill 1542 (AB 1542) created California Work Opportunity and Responsibilities to Kids, better known as Cal-WORKs. Additionally, AB 1542 strengthened the role of the Early Care & Education Planning Councils.
