What is a Centralized Eligibility List (CEL)?

The CEL is the one countywide list of all eligible families who are waiting for child care financial assistance.  Here are some quick facts.

  • No matter where you apply for child care assistance you will be placed on the same Centralized Eligibility List (CEL), this list is for all State funded programs.
  • Eligibility for each program is usually determined by
    • Gross Monthly Income,
    • Child Protective Services,
    • and other priorities developed for each program and determined by the California Department of Education (CDE)
  • The CEL is not the same as a waiting list. A family doesn't have a set "place in line." 
    • A family’s rank may change because of their changing circumstances or the circumstances of other families on the list. 
    • While time on the list is one factor in when you receive child care, it is not the only factor, and it is not the most important one.
  • In order to stay on the list you need to update your information at least once every 6 months.
  • Being on the list is not a guarantee of services.
     

Why is there a Centralized Eligibility List?

The purpose of the Centralized Eligibility list is to ensure that all eligible families receive equal access to all state subsidized programs.  Since parents are put on the same CEL no matter where they apply, they are able to access ALL the state funded programs they qualify for with ONE application process.

*Even though the Centralized Eligibility List expands your opportunities for receiving subsidized care, being on the eligibility list is not a guarantee of services*

How Do I Get on the Centralized Eligibility List?

  • To get on the Centralized Eligibility List, contact Norma Gamez at (760) 312-6110.
    • If no one is available to receive your call, you may leave a message.
  • Due to the high volume of calls it may take up 3 business days to receive an answer to your request.
  • Service is available in English and Spanish.
  • If your information changes while you are waiting, you will need to call (760) 312-6110 and update your application.
    • You will need to update your application at least once every 6 months to stay on the list.
