What is the Alternative Payment Program?

The Alternative Payment Program is a subsidized child care Program that serves low-income families who are employed, seeking employment, or participating in a job training or education program.

Children who are “subjected to” or “at risk of” abuse, neglect, or exploitation may also be eligible with a referral from a legally qualified professional from a medical or social services agency, or an emergency shelter.

Parents who are incapacitated and families that are homeless may also be eligible. Child Protective Services and “At Risk” families shall be served first.
 

What are the Eligibility Requirements?

This program requires that families meet income and need requirements:

  • The child must reside in the State of California while services are being received. Evidence of a utility bill with the street address in California will be sufficient to establish residency. 
  • Parents must submit verification of income.
  • If claiming a one parent household, the presence or absence of the non-custodial parent must be verified.
  • Parents participating in an educational or job training program are also required to supply verification of school or training schedules, as well as progress reports earning a 2.0 GPA.

How do I Apply for the Alternative Payment Program?

Parents who are employed, seeking employment, or in an educational or training program must call Norma Gamez at (760) 312-6110 to have their names added to the Centralized Eligibility List.

Parents who are referred by a licensed professional must have that licensed professional complete a Child Protective Services or "At Risk" Referral. The form may be obtained by calling the Alternative Payment Program offices at (760) 312-6442.  Once we have recieved your application and it has been approved, you will be placed on the Centralized Eligibility List.
