Regional System of District and School Support (RSDSS)

The Regional System of District and School Support is a key component of the California Statewide System of School Support (S4) developed as a federal funded program in order to operate a system of intensive and sustained support and improvement for local educational agencies to include Imperial County.

Goals

  • Provide technical assistance to support implementation of LEA plans targeting fidelity implementation of State Board of Education-adopted and standards-aligned curriculum.
  • Target resources based on the following priorities
    • Program Improvement (PI) schools subject to corrective action, in need of improvement, Imperial County District and/or schools that are currently in Program Improvement who still need support, and schools with persistently low levels of student achievement.
  • Work with District and School Liaison Teams to support LEAs and schools in corrective action
  • Provide and broker current research-based strategies to meet the identified needs of PI LEAs and LEAs with schools
  • Provide technical assistance to support LEA efforts to raise achievement levels for all students.
     

System Strengths

  • Provide quality assistance and support to PI LEAs and schools
  • Build a cadres of experienced educators in each California County Superintendents Educational Services Association region who are knowledgeable about the needs of the educational community available to assist LEAs and schools improve student achievement
  • Build on an infrastructure of networked county offices that deliver high quality professional development.
     

Program Improvement (PI)

Imperial County Office of education and RSDSS provide a wide range of services to districts and schools designed to improve student achievement. Together they coordinate the Program Improvement Network for all schools identified or at risk of being identified Program Improvement.

Program Improvement is a formal designation for Title I-funded schools that do not make annual year progress (AYP) for two consecutive years on the same indicator (English/Language Arts, Mathematics, Academic Performance Index (API), or Graduation Rate). A school is eligible to exit PI status once it makes AYP for two consecutive years.

Program Improvement is classified into 6 years, with each year consisting of responsibilities that are required to be carried out by:
  • The Effected School,
  • The Effected District,
  • Imperial County Office of Education (ICOE),
  • San Diego County Office of Education (SDCOE),
  • and the California Department of Education (CDE).
