Overview

The basic function of the Facilities Department is to plan, organize, and direct operations and activities related to the planning, scheduling, and contracting for construction, expansion and modernization projects; direct and supervise development projects; and assure proper and timely completion of facilities projects.

Duties and Responsibilities

In order to fulfill these functions, the Facilities Department performs the following duties:

  • Coordinate and oversee budget development, scheduling and quality control.
  • Assure contracting and related construction activities comply with established guidelines, laws, codes, regulations, policies and procedures.
  • Administer and coordinate contract agreements and supporting documentation between County Office personnel and outside contractors.
  • Coordinate advertising, interviews, pre-bid and pre-construction conferences, open bids, board approvals, awards, issuance of notice to proceed and projected completion dates.
  • Assist in the inspection of County Office construction projects, equipment and facilities.
  • Review work in progress by performing site inspections, attending meetings and reviewing correspondence to assure proper compliance and contracting specifications.
  • Participate in negotiations with outside contractors, review and evaluate claims, request for proposals, bids, contract documents and related materials.
  • Assure compliance with specifications.
  • Negotiate real property leases.
  • Participate in the development of the budget for the programs.
    • Analyze and review budgetary and financial data.
    • Control and authorize expenditures.
